About Us

The Idea of constituting “Association Of Teachers Training College Bihar” has been conceived and perceived in the year 2012 by group of newly opened B.Ed. Colleges in the state of Bihar which has been granted recognition on or after 2008-09 with the noble intention to have a common platform for exchange of recent communications , discussion over the recent updates taking place in the Higher Education and for the purpose of general benefit and ease in running their members Private College. Bearing the above concept in mind the Rule and Byelaws of the Association could be finalized and finally reduced into the written form in the year 2015 to encompass within its purview the Private Colleges of whole Bihar .Initially the members Colleges from District of Muzaffarpur, Sitamarhi, Vaishali, Chapra, Siwan, East Champaran, Banka, Lakhi Sarai have joined hands and shown their solidarity of purpose. With every passing days more and more members Colleges are looking forward to come under the umbrella of this Association. A true copy of detailed  Memorandum Of Association is being furnished hereunder for the benefit of all the concerned which reads as follows :-

 

MEMORANDUM OF ASSOCIATION

  1. The name of the Association shall be  “ ASSOCIATION OF TEACHERS TRAINING COLLEGE BIHAR”

  2. The Registered office of Association shall be situated at BASUNDHRA TEACHERS’ TRAININING COLLEGE NH- 28, SILOUT (NEAR MARKAN CHOWK), MUZAFFARPUR (BIHAR) PIN CODE-842119.

  3. The Aims and objectives of Association are as follows:-

  1. To provide the a common place of meeting for the members of Association the purposes of discussion of common problems, like encouragement of thrift, advancement of social welfare Ideas of the College, Mutual assistance and protection of interest of the members etc.

  2. To provide instruction and dissemination of knowledge among the members to run Private Teachers’ Training colleges smoothly.

  3. To develop Civic conscious, to raise standard of the colleges with regard to studies and administrative matters.

  4. To represent the problems of colleges before the official of concerned Universities or any other concerned authorities and get it finalized for the interest of college.

  5. To receive and collect any subscription, donation either in cash or in kind or acquire by any lawful ways and means and spent the same in fulfillment of all or any of the aim and object of the society. The income and properties of Association shall be applied solely for the promotion and fulfillment of Aims and objectives of the Association.

  6. To acquire any movable or immovable property for advancement of the Association.

  7. To take loan from Bank (Financial Institution) or from any person for development and up-gradation of Association.

  8. And for other object and purposes which may be conducive and beneficial for the Private Teachers’ Training Colleges.

  1. No person other than the President, Vice- President, Secretary, Treasurer or equivalent post of the management body of college or the educational institution which runs the college, shall become member.

  2. The members of this Memorandum of Association shall be the original members of Association who will be called as founder member.

  3. The numbers of Member of Association shall be decided in general body meeting which may be uttered by majority of member.

  4. There shall be committee of management consisting of minimum 7 members ( including President, Vice- President, Secretary and Treasurer) elected in biyearly General meeting of the Association to be held in the month of April biyearly (thereafter, three members of committee shall retire every biyearly voluntarily or by lot.

  5. There shall be a President, Vice-President, Secretary General and Treasurer at the biannual general meeting, after the election of the members the Managing committee shall hold office till the termination of the next by annual general meeting. The property of club shall vest in the members of Association.

  6. There shall be a post of Deputy Secretary and Assistant Secretary who will not be the member of Association and will work on monthly Remuneration. Their appointment, removal and remuneration shall be decided by Management Committee and confirmed in General Body Meeting.

  7. No office bearer will continue for two cousecutive terms.

  8. There shall be payable by each member the yearly subscription of Rs.7500/- which is subject to alteration in an annual general meeting of majority of members.

  9. No new members shall be incorporated as a member of this Association unless he has deposited a proposal fee of Rs.2500/- and subscription of 1 year. This deposit shall vest absolutely with the association irrespective of fact whether he has been approved as member. The membership shall be decided by majority of member of Management Committee.

  10. A member may resign in writing at any time and his resignation shall take effect immediately but without prejudice to any liability or obligation of the Association. He shall cease to have any interest in the property of the Association.

  11. There shall be an annual general meeting of members of the association in April or as early as possible thereafter each year in which the Accounts shall be passed and Agenda, if any, shall be passed.

  12. The Rules as mentioned may be altered by a majority of members in meeting.

  13. It will be mandatory for all association members to attend the meeting either formal or informal in personal capacity and under no circumstances their representative can be allowed to attend the meeting to safeguard the secrecy and sanctity of the meeting.

  14. To ensure the effective handling of situations/ problems likelihood to arise in future in different universities which may be of different kind situated in the state of Bihar, it has been mandated to have a representatives in form of members of management committee with designation “VICE-PRESIDENT” drawn from each and every universities situated in the state of Bihar subject to inclusion of registered members of this association of that particular university.

RULES AND REGULATIONS OF ASSOCIATION.

  1. DEFINITION:

  1. Association Means: - Group of decided/selected members who               will look after the interest of Private Teachers’ Training Colleges.

  2. Members Means:- The members of association approved by Managing Committee.

  3. Managing Committee Means: -         Managing Committee of         the Association having office Bearers and one member.

  4. 0ffice Bearers Means:-President, Vice-President, Secretary General and Treasurer.

  5. Years Means:-1st April to 31st March of every year.

  6. College Means:-Colleges imparting various Private Teachers’ Training programme in the State of Bihar.

  7. Body Means:-The General body of Association.

 

  1. MEMBERSHIP:-

Shall be open to any male or female who are either President or Secretary of Managing Committee of any Private Teachers Training College of Bihar or of equivalent post and also President/Secretary and secretary General of the Institution/0rganisation who runs the Private Teachers’ Training College in Bihar. 0ne will have to submit petition for membership which will be duly approved by majority of members of Management Committee

The proposal fee of membership will be Rs.2500/-

Annual Subscription fee will be Rs.7500/-

And Life time Member fee will be          Rs.150000.

Annual Membership fee of member of Advisory Committee      Rs5000/

 

  1. APPLICATION FOR ADMISSION:-

  1. Every application for Admission as Member of Association shall be addressed to the Secretary of the Association.

  2. Every application shall be considered in the meeting of the Managing committee and shall be accepted or rejected by a vote of majority of minimum four member in the meeting.

  3. Every applicant shall be informed by the Secretary General in writing about the decision of the Managing committee which will be final.

 

  1. TERMINATION OF MEMBERSHIP:-

  1. By failing the payment of Annual Membership fee without reasonable grounds or for nonpayment of continuous two years.

  2. By Resignation.

  3. By Death.

  4. By unsound mind.

  5. If any member will not abide with the rules of Association and found guilty of misconduct.

  6. By order of Management Committee subject to final decision of General body

 

  1. FORMATION OF MANAGING COMMITTEE:

There shall be committee of management consisting of decided numbers of members ( including President, Vice- Presidents , Secretary and Treasurer) elected in biyearly general meeting of the Association to be held in the month of April biyearly (thereafter, three members of committee shall retire every biyearly voluntarily or by lot.

The Affairs of Association shall be administered and controlled by the Managing Committee.

  1. If any post of Managing committee falling vacant by death, by resignation or by termination it shall be filled as per decision taken by Managing Committee subject to final decision of General Body.

 

  1. POWER AND FUNCTION OF MANAGING COMMITTEE:

  1. To carry out Aims and objects of Association and to safeguard the interest of Private Teachers’ Training colleges of members.

  2. To represent the case of Private Teachers’ Training Colleges of the members of Association before the concerned Universities, N.C.T.E. and other concerned places.

  3. To Administer and control the Affairs and funds of Association and exercise all powers on behalf of Association.

  4. To do all other lawful Act, matters, things and deeds as may be beneficiary to the interest of Association.

  5. To form sub-committee to meet specific purpose.

 

  1. GENERAL BODY MEETING:

General body meeting will be held once a year in the month of April or maximum within two months and thereafter as further per requirement.

Quorum of general body meeting:- The  quorum shall consist of  at least minimum 2/3  members of General Body.

 

 

PROCEEDING OF ANNUAL GENERAL MEETING:-

  1. Settlement of the Accounts of previous financial year.

  2. Election of 0ffice Bearers and the members of Managing Committee and fill up the vacancies.

  3. To consider any of the matter deemed important by the President of the majority of members.

 

  1. POWER AND FUNCTION OF THE OFFICE BEARERS:-

 

PRESIDENT:

  1. He will preside all the meetings of the Managing Committee and the general body of Association and in his absence then Vice President will work as President.

  2. He will have casting vote which he will exercise only when there is tie in the meeting.

  3. He will Guide, Direct and Supervise all the Activities of Association.

 

  1. VICE-PRESIDENTS:-

  1. He will work under the guidance of President.

  2. In order to represent various universities, a Vice- President will be elected from each and every university situated in the state of Bihar.

  3. In absence of President, the Vice President duly entrusted by the President will act on his behalf.

  4. Among the vice-Presidents, the senior most (according to standard age proof) and available will be eligible to work as president.

  5. He will not cast vote in Presidential capacity but if he is working as Vice-President he will have power to cast vote.

 

  1. GENERAL SECRETARY:-

 

    1. He will be Chief functionary authority of the Association.

    2. He will execute all regulation approved by the General body, Executive Committee or any other committee of the Association which can be framed time to time to execute the works of Association.

    3. He will be authority to put signature on all documents (Legal format and others) on behalf of Association.

    4. He will have right to appoint, suspend and terminate the employee of Association.

    5. He will fix remuneration and give increment to employee.

    6. He will have to maintain the account with the help of treasurer and maintain all documents.

    7. He will take financial decision of Association by taking approval in General body meeting and in Extra-ordinary situation he will take decision in anticipation of approval granted in General body meeting.

    8. He will correspondence with different bodies within and outside of India.

    9. He will decide Agenda of all meeting and will circulate among the participant members.

    10. He will operate Bank Account with the help of President/Treasurer.

    11. He will have liberty to spend Rs.10,000/- for benefit of Association without previous sanction of Managing committee.

 

  1. TREASURER:-

    1. He will be the care taker of Account of 0rganisation.

    2. He will receive all sort of monetary support on behalf of Association.

    3. He will have to maintain account of Association as per direction of General Secretary.

    4. He will have to maintain cash book, ledger, balance sheet and other documents relating to Accounting.

    5. He will operate Bank Account with the President and Secretary General.

    6. He will present Annual report of income and Expenditure duly audited by Authorized Auditor.

    7. He will support Secretary General in all works which is for the benefit of Association including Private Teachers’ Training Colleges of members.

 

  1. BANK OPERATION:-

The Bank Account of Association shall be kept and the same will be opened in any Nationalized or Private Bank/ Legal Bank or Post 0ffice in the name of Association and it shall be operated by joint signatures of any one office bearers besides Treasurers such as President and Secretary General.

 

  1. SOURCE OF INCOME:-

    1. By admission and membership fee.

    2. By other sources created or generated by Management Committee.

    3. By Donation.

  2. INSPECTION OF RECORDS:-

All records will be kept in registered office of the Association. Any member wishing to inspect can do so with the prior permission of the President or Secretary General.

 

  1. AUDIT OF ACCOUNT:-

    1. The Account of Association shall be audited once a year by an auditor appointed by General Body and it will be placed before the General body meeting.

    2. Any 0fficer or his agent (Note:- Before whom registration of this deed has been done) can also inspect the Account.

 

  1. INTERPRETATION:-

The  authority for interpretation of any of these rules and regulation made here under which are enforced or that may come into force shall vest in the Managing Committee and their decision in the matter shall be final.

 

  1. AMENDMENT OF RULES:-

Rules may not be amended unless 2/3rd members of Association have agreed to the proposed amendment in general body provided at least 1 month notice has been given to the members with regard to proposed amendment.

 

  1. INFORMATION OF MEETINGS:

    1. Information of meeting will be given to executive body 7 days before the meeting.

    2. Information of meeting of general body will be given 1 months before the meeting.

    3. Information for urgent and necessary meeting will be given 48 hours before the meeting.

    4. Information of meeting will be given by Registered Post/ Special messenger/Email/Telephonic.

LEGAL PROCEEDING:-

The Secretary of Association shall represent all the legal proceeding by or against the Association. All documents executed by or in favors of Association shall be in the name of General Secretary of Association.

In special condition , managing committee can appoint Deputy Secretary or Assistant Secretary to serve special legal liability.

 

    1. ADVISORY COMMITTEE:

    2. There will be committee of persons to aid and advice the Managing committee for benefit of Association. It’s members will be opted by Managing Committee and it is not necessary that these member will come from the member of Association. They will have no voting right though they come attain the meeting of Management committee or General body.

 

  1. DISSOLUTION OF ASSOCIATION:-

    1. The Association shall be dissolved by 2/3rd majority of the members of Association by General Body meeting.

    2. After the Dissolution of Association the total movable and immovable properties of the Association shall either be given to other Association which has been established for good aim and object or be given to Government, after being paid all debts, loan etc. of the Association.

    3. The Association will be dissolved by the permission of Bihar Government under the law.
